Former Republic of China in-exile President Ma Ying-jeou’s upcoming trip to People’s Republic of China reopens question about his birthplace

Former Republic of China in-exile President Ma Ying-jeou is back in the news for an upcoming trip to the People’s Republic of China. While the news media gushes about the “historic” trip the real nationality of Ma and the place of his birth remain a deep mystery. Ma will be travelling to several places on his trip to China including the city of Shenzhen in the Guangdong Province.

Throughout Ma’s political career the carefully crafted story of his origin has him born in Hong Kong and raised in Taiwan. Taiwanese voters likely would not have been so quick to vote for Ma if he was a PRC national.

Yet in November 1980, while attending Harvard University, Ma Ying-jeou certified on the birth certificate of his daughter Lesley that he was born in China. Ma signed the Massachusetts birth certificate stating: “I certify that the information appearing above is true and correct.”

As Ma prepared for the duties of fatherhood, he studied the law of international boundaries, writing a controversial error-filled thesis on the topic. One international boundary that Ma somehow lost track of was that of his own birth. Ma now claims to have been born July 13, 1950, in the British colony of Hong Kong and moved to Taiwan when he was one year-old.

If Ma was really born in China, as he certified in 1980, that makes his Hong Kong story a deliberate falsification for political purposes. If Ma was really born in Hong Kong, then one is forced to ask why would Ma have lied on his daughter’s birth certificate?

Ma Ying-jeou was able to be elected Mayor of Taipei and President of the Republic of China in-exile on the strength of the Hong Kong birthplace. Now out of office but still in the news, Ma may have to finally explain why he certified in 1980 that he was born in the People’s Republic of China. Surely Ma’s professors at Harvard would not have taught him to lie on a birth certificate and at age thirty and a PhD candidate he should be expected to know where he was born. Lesley’s birth certificate contradicts the Hong Kong birth story fed to the ROC electorate by Ma.

A member of the Legislative Yuan, Chai Trong-rong, raised the issue in 2009, but was largely ignored and Ma escaped media scrutiny of the Massachusetts birth certificate he signed. Now, Ma’s desire to visit his ancestors will take him back to his certified Chinese birthplace. Maybe this time the news media will finally ask Ma where was he born and explain why he has told two stories.
